Southeast Asia Semiconductor Talent Bootcamp Launched; Thailand & Singapore Tackle Chip Engineer Shortage

Summary:On July 28, 2026, Thailand's Ministry of Industry and Singapore University of Technology and Design launched the 'Southeast Asia Semiconductor Talent Bootcamp', offering hands-on training in chip design, manufacturing, packaging and testing for Thai and ASEAN students, aiming to train 3,000 engineers in three years to ease the global chip talent shortage.

July 28, 2026, Bangkok — Against the backdrop of global chip industry expansion and a widening talent gap, Thailand's Ministry of Industry and Singapore University of Technology and Design (SUTD) today jointly announced the launch of the "Southeast Asia Semiconductor Talent Bootcamp" project. This is the first comprehensive integrated circuit training program in Southeast Asia co-created by two governments and universities, designed to supply urgently needed engineers to the regional semiconductor ecosystem through intensive, project-based courses.

Tackling the Talent Shortage: From Classroom to Production Line

According to the World Semiconductor Trade Statistics (WSTS), the global semiconductor market is projected to exceed $700 billion in 2026, while Southeast Asia, as a key base for chip packaging, testing, and assembly, sees annual talent demand growth of over 15%. However, university curricula in ASEAN countries tend to be theory-heavy, leaving graduates lacking practical production line experience. Thailand's Ministry of Industry Secretary-General Chaiwat Atsavasiri stated at the launch: "Thailand has over 40 semiconductor-related companies, but qualified engineers meet only 60% of demand. The bootcamp will directly align with corporate job skill requirements, allowing graduates to quickly step into roles."

The bootcamp is designed and instructed by SUTD, with Thailand's Ministry of Industry coordinating local manufacturing companies to provide training facilities. The curriculum covers six modules: digital/analog chip design, photolithography, thin film deposition, wafer testing, packaging, and reliability analysis. Over 16 weeks of full-time training, participants will complete at least two tape-out projects and one packaging and testing exercise using advanced EDA tools (such as Cadence, Synopsys) and automated test equipment.

First Cohort Opens 100 Slots for ASEAN Citizens

Per project planning, the first cohort will begin in September 2026 at Bangkok's Bang Chan Industrial Estate, offering 100 slots with priority for citizens of Thailand, Malaysia, Vietnam, and Indonesia who hold an undergraduate degree in engineering or physics. Tuition is 70% subsidized by the government, with individuals responsible for approximately SGD 12,000 (about THB 300,000). Graduates will receive a Microelectronics Engineering certificate from SUTD and access to a fast-track employment channel with partner companies (including Western Digital, Stats Chippac, UTAC, etc.).

Closing Gaps in the Industry Chain: Extending from Packaging and Testing to Design

For a long time, Southeast Asia has played a "back-end" role in the global semiconductor chain—accounting for 27% of global packaging and testing capacity—but with weak chip design capabilities. This bootcamp specifically strengthens front-end design modules, introducing RISC-V open-source instruction set architecture courses and encouraging participants to develop customized chips. SUTD Microelectronics Department Head Professor Goh Wang Ling noted: "Southeast Asian countries cannot remain solely in packaging and testing forever. Through this bootcamp, we aim to empower local engineers with cutting-edge skills from architecture design to silicon photonics integration, laying the groundwork for regional Fabless startups."

Data from Thailand's Board of Investment (BOI) shows that in 2025, semiconductor investment project applications in Thailand totaled THB 180 billion, up 34% year-on-year, with over 60% involving expansion of packaging and testing capacity. BOI Secretary-General Narit Therdsteerasukdi said: "Talent is key to realizing investment. This bootcamp will directly serve these ongoing projects, ensuring that companies have sufficient technical manpower when they commence operations."

Strong Industry Response; Companies Rush to Reserve Graduates

Following the announcement, multiple multinational semiconductor companies have expressed interest in partnering with the project team. Somchai Lertpong, Vice President of Singapore-based packaging and testing giant UTAC (Thailand), said: "We need to hire about 200 engineers annually, but less than half meet our requirements. The bootcamp curriculum is almost custom-made for our production lines, and we plan to reserve 40 out of all first-cohort graduates." Additionally, the Malaysian Semiconductor Industry Association (MSIA) expressed hope to replicate the model in Penang to ease talent shortages in the northern chip corridor.

Long-Term Vision: Building a Regional Chip Training Hub

Thailand's Ministry of Industry revealed plans to expand the bootcamp into a permanent "Southeast Asia Semiconductor Academy" by 2027, located in the Eastern Economic Corridor (EEC) to form an industry-academia-research synergy with the wafer fab cluster in Rayong province. The academy aims to train 1,000 engineers annually, while also offering short-term certification courses for upskilling in-service engineers. The project has already received USD 5 million in technical assistance funding from the Asian Development Bank (ADB).

Industry analysts believe that if Southeast Asia is to capitalize on supply chain shifts amid the U.S.-China chip rivalry, building a talent pool is crucial. The Thailand-Singapore bootcamp not only offers local youth a high-paying career path but may also reshape the region's semiconductor division of labor—a substantial step from "labor-intensive" packaging and testing toward "knowledge-intensive" design and manufacturing.
